OpNet received startup capital from, and is fiscally sponsored by LEAP, Inc., a community development finance organization that fosters the creation of businesses and good jobs in low-income communities in the Bay Area. Founded in 1993, LEAP¹s first project was the organization of Community Bank of the Bay, a community development bank that promotes economic prosperity and self-reliance in low and moderate income areas while operating a safe and profitable bank. LEAP sponsored the effort to raise $7.5 million in investment capital to launch the Bank, which opened for business in July 1996.
